Here was the ACSL bill review of last sessions (now dead) HB 30 assault weapons ban.
Note: the possesion of any mag over 10 rounds would be a crime, no expost-facto exemptions.
The PA version was MUCH more restrictive than the expired Feds 1994 Assault Weapons ban was.

INTRODUCED BY FRANKEL, D. EVANS, BISHOP, WHEATLEY, YOUNGBLOOD, COHEN, BENNINGTON, GERBER, JAMES, MYERS, STURLA, WILLIAMS, CRUZ, CURRY, GALLOWAY, JOSEPHS, KIRKLAND, LEACH, M. O'BRIEN, PASHINSKI AND ROEBUCK
This is an extremely bad bill. It will make it illegal to possess a huge number of common firearms now owned and used by NRA competitive shooters and many other law abiding gun owners in PA. This bill makes the following unlawful:
1) To own, use, possess or sell an unregistered “assault weapon”.
2) Any accessory such as any detachable magazine over 10 rounds, barrel shroud, folding stock, thumbhole stock, telescoping stock, muzzle break or muzzle compensator. These parts described above are defined as “conversion kits”. Possession of conversion kits or components carries the penalty of first degree felony.
3) To keep your “assault weapon” you MUST register it with the state police every year, pay a registration fee every year and undergo a complete background check every year. You will be required to safely and securely store “assault weapons” pursuant to regulations. You will be legally permitted to use the “assault weapon” only on your property or duly licensed firing range.
When transporting an “assault weapon,” you will only be allowed to travel directly to and from certain locations (without intermittent stops) and with special storage requirements.
Your registered “assault weapon” will have zero resale value, as you will be banned from selling, trading or transferring it. Someone will be allowed to inherit it provided they comply with all the above requirements within 30 days. The only way to dispose of your “assault weapon” will be to turn it over to the state police for destruction or permanent disabling so that it is incapable of discharging a projectile. Note: the state police will be allowed to perform a compliance inspection at your home once a year to ensure that you are not violating any provision of this law. If you are found in violation, the penalty is a third degree felony.
IF they got the votes, YES they could.
Ask all the gun owners in the anti-gun states that didn't speak up to stop them and by their silent consent let them take their rights away.
Freedom isn't FREE, IF you won't personally defend your rights WHO WILL?
IF you don't like these types of anti-gun bills I hope you are planning on coming to Harrisburg on tuesday April 21, 2009 and let your voice be heard by the Reps (face to face) know what you think in person of these kinds of "feel good" stupid proposals.
Be sure to thank those Reps that try to stop these anti-gun bills as well, for without the PRO GUN Reps speaking up they REALLY could pass stuff like this, then you have to deal with them just like those living in NJ, MD, NY, Commiefornia etc.

AN ACT
Amending Title 18 (Crimes and Offenses) of the Pennsylvania Consolidated Statutes, in firearms and other dangerous articles, prohibiting certain assault weapons.
The General Assembly of the Commonwealth of Pennsylvania hereby enacts as follows:
Section 1. Title 18 of the Pennsylvania Consolidated Statutes is amended by adding a section to read:
§ 6121.1. Certain assault weapons prohibited.
(a) Offense defined.--Any person in this Commonwealth who possesses, uses, controls, sells, transfers or manufactures or obtains a license to possess, use, control, sell, transfer or manufacture an assault weapon in this Commonwealth commits a felony of the third degree.
(b) Exception.--The provisions of subsection (a) shall not apply to a member of the armed forces of the United States or the National Guard or a law enforcement officer while performing official duties or traveling to or from an authorized place of duty, provided that the possession of the assault weapon has been duly authorized under applicable law, regulation or military or law enforcement policy.
(c) Definition.--As used in this section, the term "assault weapon" means a semiautomatic rifle known as an SKS with detachable magazine or any part or combination of parts designed or intended to convert a firearm into such semiautomatic rifle or any combination of parts from which such semiautomatic rifle may be readily assembled if those parts are in the possession or under the control of the same person.
Section 2. This act shall take effect in 60 days.
WTF! I guess this is aimed at punishing the type of guns used to kill a Philadelphia policeman earlier this year. But, read it closely, it is a complete ban on detachable magazine equipped SKS carbines. But there is no date or place set for the surrender of such rifles either! A deeply flawed law apparently written by fools.

It would be nice if lawmakers could just separate Philly from the rest of the state(Literally, give Philly to New Jersey) and stop putting the rest of us through their bullshit. There is honestly nothing I like about that city, and Im guessing most of the gun legislation is being introduced by philly reps.

I think we need to start a email campaign against these philly idiots telling them how much of a loser they are or something along those lines...just thinking out loud.
