Re: carrying in PA
Basically you follow NJ's transport rules and since you are going out of state your destination is "out of state" so the range/gunsmith thing doesn't apply like it does within NJ ( not sure what your transport in-state provisions are, I assume its like MD, but you have to have your firearms ID card or whatever you have to have in NJ). However you first need a carry lisc from ANY state to have it in your car in PA, and with said lisc it can be loaded. However if the state is not reciprical with PA, you can only open carry outside of your vehicle, and you cannot remove it from the vehicle if in Philly. So the best bet is to get a FL or UT carry lisc, which enables you to carry concealed in PA outside your vehicle, and allows open carry in Philly. Both of these lisc's are also valid in a large amount of other states.
With a FL or UT lisc, when you get to PA and once over the line, you can pull over wherever you can pull over, and uncase the gun, load and holster it. With descretion of course! When leaving, stop again at the line on the PA side and unholster/unload/ recase.LOL, I am a woman...

Re: carrying in PA
Yes nonresidents of UT or FL can get one of their liscs and as a nonresident can carry validly in several states, with PA being one of them. I carry in PA using a FL lisc.

Re: carrying in PA
Pa. does issue non-resident licenses. However, one of the requirements is that you have a license from your home state. Folks in states like NJ are screwed because there technically is one available, it's just almost impossible to get one.
Your best bet is to get a non-resident license from FL or UT, since they don't require you have a home license first. FL is a little easier to get, but more expensive. UT requires a class from a UT certified instructor, so that's a little more difficult to do, but much cheaper than FL over time.Get your "Guns Save Lives" stickers today! PM for more info.

Re: carrying in PA
NJ resident with a Florida Non-resident ccw , and it's now good for 7 years instead of 5. Get online and type in Right to carry road show, all the information you may need will be on that site. There is also a contact phone number there as well. They set everything up for you, finger prints, photos, forms, etc. Hope this helps you.
