I'm not familar with specific Georgia laws but yes 18 is the magic number.
No.
Get a Remington 870.
No, it's concidered a longarm.
There may be someone who is familar with specific Georgia law who may be a greater help than I, everything I answer is based on personal preferance and PA requirements.

I think your going to be dissapointed in your search for either of these guns. 6 months ago you could have probably scored both for around $700, now your looking at $500-600 just for a WASR (factoring shipping and transfers and such) and probably close to $400 for the PGO Mossberg.
Having said that, I recommend you avoid the PGO shotguns and buy a full stock version, which you can convert later on to whatever you like. Look for an older 590 as it will already be HiCap (8+1) and will have lots of cool and soon to be banned features. A used gun will also cycle better and youll get it cheaper and wont have to fret over the bumps you put on it.
Around here you can still pick up a used Mossy 500 in decent shape for $200 or so depending on various factors. Just go out and look for the out of the way shops and ask around a bit. Doing this will score you a nice Shotty for a good price.
The AK will be tough to find and will be expensive.

The only thing that I could add is ... good luck finding an AK for under $400, unless you can find one used or someone selling theirs that have been living under a rock (in gun terms).
