need linked to laws

i need links to laws regarding making a pistol from a "blank" receiver(new one, never used for anything before). to prove that making a pistol is legal

laws do not ALLOW, laws DISallow.

there is no law (in PA or Federal) that states a pistol can NOT be made for personal use, thus, it's legal.

I cant provide a link to a law or regulation which does not exist.

you can't make a pistol for SALE, but you CAN make one for you.

there are no registration or marking requirements for home made firearms that are not NFA weapons.

however, there are prohibitions on making things referred to as "zip guns" which are basically an improvised single shot pistol.
I can find no law in PA prohibiting this.

however, if you refer to making a pistol from say a stripped rifle receiver, which had never been any weapon before, then i can provide a link to an ATF determination letter.
