Was LTCF always good statewide?

I read another thread with the OP asking if LTCF was good statewide and while I know that it is, Was it ALWAYS this way? My father said he had a LTCF years ago and that it was only good in bucks county.
Were they ever county specific?

While I do not have an answer, I think that the history of the LTCF in PA would be interesting to know. Although, I imagine it might be a difficult topic to research. I suppose a good place to start would be old sheriff's records if some county has them available?

To my knowledge they were never county specific. Why would they be? You would need 60+ licenses to carry in PA???

When I first got mine, 27 or so years ago, I was told they had just recently changed the law to allow me to carry in Philly. They told me that Philly and Pittsburgh kept changing, back and forth, sometimes yes, sometimes no. But everywhere else in the state was ok.

yesterday a friend of mine told me I couldnt carry in philly with my LTCF unless i get a special license from the city... i told him he was wrong and sent him the proper statutes. rediculous.
