    Default Difficult question: do you need to transfer a stripped Ar15 lower through an FFL

    If you plan to use it for a pistol build?

    If it was originally sold as a pistol, yes. IF the new owner intends to make it into a pistol, the person must do some paperwork and pay a tax to the BAT Boys (BATFE)

    If the stripped lower is NEW, it doesn't matter if it is going to be a pistol or rifle. A NEW lower coming from a manufacturer, wholesaler, retailer, etc has to go through a FFL. If it is a USED stripped lower, coming from a private party and was originally sold as a pistol and entered into the FFL books as a pistol, it has to go through a FFL. If it is a USED lower, coming from a private party and was originally just documented as a receiver in the original receiving FFL's books then it can be sold FTF. If it was bought and built into a NFA gun, then other things have to happen which I'm not sure of what all that is.
