Why would you want to do that? LOL

Get a chronograph. Measure the velocity of the ammo you want to copy. Load your rounds to match it. Use the same weight and type of bullet, and the same brass. That's how I would do it if I wanted to, which I don't. Why exactly do you want to do this anyway?

I dont have a chrono. I have lots of LC ammo and lots of brass so i figured if i had a load that matched the LC stuff there will be no difference in shooting either.

Barnes' Cartridges of the World tells me that the MV of the Military 5.56 55 grain loading is 3250 fps.
Get yourself a reloading manual or go online to one of the propellant manufacturer's websites for data (Hodgdon is a good one. IMR another). There are a number of powders that will give you that velocity with that bullet.

If I were you, I would just play around with the load and see what charge, atleast, it likes best.

If you reload, you should have one. You can get a very functional one for under $100. No real reason not to own one if you reload, especially rifle ammunition.

223 and 556 are NOT the same round.

556 is 10% more pressure and .065 longer in the bullet throat,
and has a smaller powder capacity due to thicker brass.

I have been reloading for a long time and many times thought about picking up a chrono but truly up to this point i really havent had a need for one. I pretty much base my loading on how they shoot and what the cases look like after they are shot.

I guess one would be nice if i was shooting long distance but i really never shoot over 300yds.

Distance has nothing to do with it. Even inexpensive Chronys are very helpful in any kind of load development. You'd know, for instance, a lot more about the answer to your original question and be that much closer to what you want to achieve.
    Neat little machines, chronographs.
