    Default Chester Cty LTCF Renewal

    I just renewed my license to carry in Chester Cty. No problem with the renewal - I was in and out in about 15 minutes or so. One question - why the requirement to appear in person at the Sheriff's office to renew? It's a bit of a PIA, since I have to drive to West Chester and parking is an issue. Fortunately it's only once every 5 years.

    tl_3237 is correct.

    Your ID(drivers license) must be digitally scanned and your picture must be taken with the system camera. They are using the facial recognition software to match up things.

    The law requires that all applications be performed in person. The procedure for New and Renewal is the same, the law doesn't differentiate.

    The counties doing the Online application thing are effectively violating the Uniform Firearms Act. However, since they still require the applicant to appear in person once approved to receive it, and that the Online process benefits the applicants to a degree - it gets a "pass" for honoring the spirit of the law.

    Prior to the 2012 or so law(cant remember exact year) we all could do everything via snailmail. After that law went into effect it required all applications be made in person, your ID scanned, and your picture taken with the then "New" system camera.

    At least Chester County appears to issue right over the counter instead of dragging the process out. Jefferson County does the same, issue as soon as the background check clears. Some counties want to drag-out the full 45 legal days and then some.

    Is that truly the case, or is that an interpretation?

    I ask because when the in-person change came about, the law didn't require that applications be performed in person. Rather, it required that the person's image be captured into the system. In theory, someone would be able to push a digital image into the system that wasn't taken by the system camera itself.

    The law may certainly have been updated since then (you mention a digital scan of a driver's license, which is something I've not heard of and may have been introduced after the last time I looked).

    Park across the street in the garage for like a buck or two.

    Are you saying you had to go the the City of Chester, down by the Delaware river or are you saying the City of Chester requires a separate license over and above the PA LTCF or are you saying that you call West Chester the City of Chester.

    The "online" applications are merely a mechanism by which applications are transferred to the Sheriff's Office. The information then needs to be manually entered by a Sheriff's Office employee into the state's system. PICS then runs the background. Once approved, the Sheriff's Office employee has to indicate in the "online" system that the license was approved. The "online" system then auto generates an email or text that they were approved and need to come in for a photo, signature and license pick up. This is done as a convenience for the Sheriff's constituents, although I don't see it being any easier than turning over the application in person and walking out with a license in 10 minutes. I assume that it would make more sense to use the "online" system in a county that is extremely busy. It's five bucks cheaper and you aren't providing your information to a third party vendor who merely forwards it to the Sheriff's Office.

    Okay thanks for the replies, I think that explains it. Yes, West Chester not Chester itself. I really can't complain since I walked out of there with my new permit in about 15 minutes.
