Although the requirement may have been removed from the process, the form appears unchanged and I'll bet
many folks fill it out completely. I know the 'online' form I could choose would not allow me to leave anything
blank. Also still on the form but not required by statute, IIRC...

The online form would allow me to enter 'retired' but the form would not allow me to submit without
two references and full SSN. I knew from the past that the York County Sheriff's Dept had never once
checked my references, and a deputy once told me they didn't care about it on renewals anyway.
Just so I could try out the online form and submit that way I used the Sheriff and my local PA State Rep
as references.
This information is based on my latest renewal earlier this year. YMMV
I was able to pick up my LTCF the next business day. But folks who apply with little to no research would
likely fill out either online or paper form as completely as possible.While many claim to support the right, precious few support the practice.

Online requirements aside, the "new" form still contains all the same fields, but now indicates that references and employment info are optional.

I just checked, the online application has the same appearance and notations. I did not attempt to submit
it when partially filled out to see what would happen.
EDIT: The online form for Philly looks like this. I selected "New" instead of Renewal or Replacement...

PICS generally approves via computer without the aid of an operator. (You can find the stats on the State Police web page. I will try to link to it at the end of this post) Similar names, dates of birth, etc...will get an operator involved. PICS can then approve or deny. Many people get denied because of outstanding cost/failure to pay warrants. It could be a bench warrant issued for unpaid parking tickets in Niagara Falls, etc...that the applicant may not even be aware of. I recommend filling out and sending in the challenge form. A good number of denials get reversed.
Here is the 2022 annual report. Also of interest located in the report are the number of referrals to law enforcement for failed PICS checks at FFLs. The number of arrests in these cases is less than 10 percent of the referrals. That's a discussion for another time though.

You would think, but sometimes the prohibiting factors are confusing. A kid who is 18 that gets caught with a weed pipe has no clue that when he is 25 and decides to get a LTCF that "the stupid weed pipe" was a paraphernalia charge under the Controlled Substance Drug Device and Cosmetic Act. Most folks that end up with an M1 DUI never spend any time in jail and are unaware that they are prohibited. A trip to the local hospital when you are 19 because your parents were concerned with your well being may very well have ended in an involuntary 72 hour commitment or "302". Most people don't understand that this constitutes "mental institution" when filling out the application.
