Default LTCF Renewed after 5 years Expired with same number... Should I Be Worried (Philly )

Basically to keep a long story short ... Got my first LTCF in Philly ... Moved to another County and got another there when the Philadelphia one expired ... Unfortunately Had to come back to Philly And of course you have to renew in the county where you live .. They asked me for my Philadelphia LTCF and Asked Why I Did not have it and Had one from Another county .. I reminded them that you have to apply in the county which you live .. She paused for 10 seconds and thought about it and said " I'm just going to renew the old one " .. and Issued my old permit ( had expired 5 years before ) with the same number as a "Renew " and refused to return my out of county LTCF .. this did not happen recently and i have been carrying on it for a while now but I just read a thread where someone mentioned that the Date is issued by the system automatically on the card and does not mean that it was inputted correctly into the state police database .. I also was under the impression that after 6 months you need to apply as a " new " permit as the number would be invalid. does anyone for sure know how the system works ? should i be concerned about this ?

New / Renew really means nothing. Zilch, nada, zero.. ...you get it.

You are the entity that is licensed. So long as you have a valid LTCF, that is representation of being licensed regardless as to whether it says New or Renewal, or what license number it has on it.

There is technically nothing in law prohibiting you from having a valid LTCF from every county, with you having moved to each and every county with the 5yrs of the first license and applying & receiving at each.

Now, should your LTCF be revoked by one of them for proper cause(conviction, temp prohibition due to pending charges, etc) - you'd have to turn them all in.

You have been issued a valid LTCF. What's the problem?

The problem is that I was issued a LTCF with the same number and info that had expired 5 years earlier .. I am concerned that if stopped that if the number is ran it will come back expired in 2017
I was not initally concerned about this but I just read another thread where a guy said he was threatened with arrest because of a similar situation

    https://forum.pafoa.org/showthread.php?t=344168&page=11 Post #105

I believe this because I personally had a situation where I was in possession of a "re-issued" license, and at the end of its term, I stood in the Sheriff's office while he threatened to arrest me for carrying to the courthouse after expiration. He claimed that's what the system showed, but I physically had the LTCF which showed a later date, so apparently a re-printing doesn't reset the "record" in the system, just on the new card

Check the issue date and expiration date. If it's valid, it's valid. The six month time frame is a myth. It is longer than that, and the LTC system will automatically delete your information after so much time of inactivity so that it HAS to be a "New" license. Operators in LTC can ONLY manipulate licenses issued in THEIR county. if LTC still had your info in it for Philly, all the operator had to do was change your address, take a new photo and a new signature. The system would have validated the license from that date to five years in the future.

I would think the expiration date should be the only number to worry about

You are covered in Pennsylvania by the commonwealth's constitution, which directs citizens being armed shall not be questioned.
There are two kinds of guns. Those I have acquired, and those I hope to.

It appears Philly took a simple and efficient route and just renewed an expired LTCF originally issued in Philadelphia.
