    Bottom line if it's not a firearm they can't regulate it period because it is literally an object, that would be like saying you can't buy a loaf of bread because we feel the carb count will make you fat. If it is a firearm ( In other words finished) then preemption applies as it is illegal to create laws that have further reach than the state constitution.

    No matter what they say there is no way to do what they are doing in the manner they are doing it from a legal standpoint and it would not hold up in court. Furthermore how would they know to begin with if it was sold or the person manufactured it for themselves.

    honestly its seems like all you would have to do is buy it outside the city limits

    IDK. NYC did the large soda ban. SF did the paper straw ban. I think any municipality could ban anything that wasn't 'pre-empted' at a higher government level. They ban things like dogs in parks.

    none of those things are considered a right but I understand your point ,all that means is the people allowed it by complying vs. suing the local govt. That's how it starts little by little chipping away to see what sticks and what they can get away with.

    I started hunting in 1965 with a shotgun marked Eastern Arms Co. with proof marks but no serial numbers anywhere. Have a bolt action winchester with no numbers too. Both work just fine.

    Now firearms with serial numbers filed down or Poly80 style firearms, they are now a dime a dozen being used in crimes.
    I have a few, mostly pre turn of the century (1900), but at least one is as new as the 1950's.

    Marlin 80-DL (.22 bolt action rifle) purchased for me by Dad in 1950. No serial number. From what I have seen, lower end rifles and shotguns prior to 1968 generally were not serialized, while handguns more often bear numbers because parts were hand-fitted and needed safeguarding from mixing.

    I see you are familiar with colt revolvers lol literally every part needs to be hand fit and you cannot swap between guns without refitting if it's even possible the previous fitment left enough material to refit it to another pistol.
