    PA uses a system called JNET, which is the Pennsylvania Justice Network. This is info from their "about page".

    JNET Photo Search
    Allows users to make a single inquiry and automatically search for photographs from both PennDOT and WebCPIN - which contains photographs from several other systems including: DOC, PBPP, county prisons and county probation offices. Search results include a link to a map depicting the location of the subject's home address and surrounding area.

    WebCPIN
    Provides users access to the Commonwealth Photo Imaging Network (CPIN) * which includes over five million photos from arrest/booking centers, state and county probation and parole and state and county prisons. WebCPIN provides the functionality to create photo lineups, perform investigative searches and print wanted/missing person posters.

    Interesting, when I lived in Upper Darby I could pick up a lot of Philly and never heard them mention it. On Delaware County radio I hear it all the time.
