Back in the day i worked Armored Car so Open Carry was the Norm, But always need to have eyes in the back of your head having situational awareness. Quite often others scoping out your daily activity was abundant. The Security Guard you mentioned was either Act 235 working for an employer or just some yahoo who bought a security shirt, and their are many that do that they must get some kind of a rush from it. O/C is legal in Philly. Personally I only Conceal carry unless I am out in the woods on some trail.

A few points, in no particular order:

• PA has preemption, meaning no municipality may have firearm laws contrary to state law, no matter how much Philly wants to believe otherwise.
• There is no restriction on Open Carry in PA law, so it is de facto legal throughout the state.
• Per PA law, as a City of the First Class, all carry in Philly requires LTCF.
• Combining points 2 and 3: yes, LTCF is required for OC in Philly, but because it's Philly not because it's open
