I want to purchase a pistol from someone in Texas. Can someone explain the process I must go through to do this legally?

You both need to pick yourselves an FFL in your respective states. He tells you his and yours sends a copy of his FFL to the other guy's. That FFL then sends the pistol to your FFL and you go there, pay your fees and get your gun. Your FFL should be familiar with the process and have his fees in mind already.
