The Rural Domestic Preparedness Consortium (RDPC) is delivering PER-294 Testing an Emergency Operations Plan in a Rural EOC on Oct. 25, 2023, from 8 a.m.-5 p.m. in the area of Towanda, PA.

PER-294 is a DHS/FEMA-certified, 8-hour, tuition-free, performance-level course designed with a proactive approach to testing the Emergency Operations Plans (EOPs) of rural communities in an Emergency Operations Center (EOC) environment.

EOPs are all-hazard plans developed for use by state and local jurisdictions to ensure a coordinated and effective response to natural, technological, or man-made disasters that may occur within an area. It serves as the “game plan” for those who will be tasked with responding to an incident. Testing these plans on a routine basis is critical to their effectiveness.

Topics covered will help participants to:
• Articulate the value of exercising an EOP
• Describe the Homeland Security Exercise and Evaluation Program (HSEEP)
• Prepare an EOC for testing
• Given a particular scenario, select an exercise type that best meets a jurisdiction’s requirements
• Develop an exercise aligned with the HSEEP standards
• Simulate role of an assigned EOC position
