    Default Reloaders Being Forced to Register by ATF?

    Has any one else heard about this? If "any person" stores "explosives" you have to report yourself annually in writing to your local fire authority. This is very broad. It could include Ammo, reloading supplies, or just about anything that burns. Of course, the ATF has the right to inspect your notification any time it wishes.

    "ATF proposes amending the regulation to require any person who stores explosive materials to notify authorities having jurisdiction for fire safety in the locality in which the explosive materials are being stored upon commencement of storage and every 12 months thereafter. In addition, such persons would be required to provide written notification whenever they discontinue the storage of explosives.

    ATF further proposes to amend the regulation to require that each written notification contain the name, title, and agency of the fire authority official notified and the date of the written notification. The person submitting the notification will be required to retain a copy of the written notification for five years and make such notification available for examination or inspection by ATF at all reasonable times.

    This annual notification will increase public safety through increased communication between storers of explosive materials and their local emergency responders, provide updated storage information to local authorities, and allow for risk assessments and emergency response preparation prior to incidents, thus reducing potential safety and damage risk to first responders and emergency equipment, respectively."

    Reading the regulation it doesn't sound like this is for reloaders. While they don't say exactly what an explosive is I think they mean real explosives and not smokeless powder or ammo.

    ATF estimates that this rulemaking will have an impact on approximately 9,674 licensees or permittees, and that notification will take 30 minutes per occasion. ATF cost estimates for this rulemaking are as follows:

    Labor Costs: Half hour of labor ($41.86/hour 0.5 hours)* (2) for completing and mailing the notification 9,674 licensees or permittees = $202,477. The annual cost of this rulemaking would be $202,477.

    "For the purposes of subsections (d), (e), (f), (g), (h), and (i) of 18 U.S.C. 844, the term “explosive” means gunpowders, powders used for blasting, all forms of high explosives, blasting materials, fuzes (other than electric circuit breakers), detonators, and other detonating agents, smokeless powders, other explosive or incendiary devices within the meaning of paragraph (5) of section 232 of this title, and any chemical compounds, mechanical mixture, or device that contains any oxidizing and combustible units, or other ingredients, in such proportions, quantities, or packing that ignition by fire, by friction, by concussion, by percussion, or by detonation of the compound, mixture, or device or any part thereof may cause an explosion."
    That would cover complete ammo.

    Black powder is classified as an explosive.

    Correct.. Nobama tried to have Smokeless reclassed as explosives, but never gained traction. I'm sure FJB can ram that rule thru easily..

    Key word is "current". I vaguely remember them reclassifying a firearm related device to make it illegal recently...

    This is never going to apply to hand loaders. Besides being unconstitutional the paperwork and logistics would be a nightmare. I don't think the local fire authorities will like getting 50 million calls a year from reloaders plus the time it takes them to process and register all of the paperwork.

    The ATF estimates this proposed rule will affect under 10,000 people. So why do people think it will secretly apply to another 50 million?
