    its a binary explosive but the ATF doesnt consider it an explosive if its not mixed. once mixed its subject to ATF regulation 27 CFR, Part 555.

    If say an FFL sells black powder, the FFL needs to do the notification prescribed above to their local fire department etc....The powder needs to be stored in a certain manner etc.

    Here's my comment.

    I'm sure you can do better but please by all means MAKE A COMMENT if you oppose this regulation!

    This rule or regulation should be dropped and NOT IMPLEMENTED since it is woefully inadequate and DOES NOT define or name the explosive materials to be reported! Without defining specific materials to be reported it gives BATFE far too much authority to name materials that are in common use by sportsmen and others and opens the door to abuse by BATFE. Additionally it makes no distinction between small amounts and mass storage again setting the stage for abuse. Nor does it take into account materials that deflagrate as opposed to those that detonate. We know from past experience that any law or regulation that might possibly be abused....shall be!

    If everyone with propane tanks, small disposable gas tanks (propane and butane) for camp stoves, spray cans with warnings not to place in a fire reporte those things the system would be overwhelmed. Just trying to be accurate and helpful.
