    That's my question, does it matter if it's a P80 glock lower or an AR lower? They are still just "other" as far as what type firearm, are they not? An AR lower can be either so long as it is a virgin(not originally finished as a rifle)

    I don't think guesses are necessary. As I see it, we are asking of a finished lower needs to be serialized or not, an unfinished one is a no brainer. But then, he added the word 'completed' to the mix and we will need to define that.

    Well...here's my issue with that line of thinking...I can buy an 80% lower and machine it for myself. You can do the same on my equipment but I cannot machine yours for you. Not one, itsy, bitsy piece of it, AFAIK. And on my machine, we have treated it as such. So...if that is the case, how can I finish one then transfer it to you?

    Because a PMF has to be intended for the sole use of the maker according to the law. However the law doesn't restrict you from making one and then sometime down the road deciding to part ways with it.

    If you are making them from the get go with the intent to give or sell them to others that is a "no-no"

    OK, not completely logical but sounds like our gubment at work for us.

    The lower is AR-15 intended to keep.It's a good swap for the O/U.The video above seems to say good to go

    You aren't a licensed manufacturer of Title 1 or a manufacturer of Title 2 firearms - you aren't required to place a serial number at all.

    Only FFL Licensed Manufacturers (Title 1 & Title 2) and private manufacturers of Title 2(NFA) are required to put a serial number on a receiver/gun.

    And that above is for >80% receivers and finished guns.


    If it is a 80% or less - it isn't a receiver or firearm, it is a block of metal.

    Nothing in PA law changed in regards to this, and nothing in Federal law has changed either - just the ATF's guideline has changed.

    So the bottom line is:

    1. If you sell it to a fellow PA resident - nothing needs to be done.
    2. If you sell it to a resident of another state - nothing needs to be done on the PA or Federal levels, HOWEVER the recipient's home state may have requirements.
