Rather than a non starter like that wouldn't thing be much better if there was an Amendment that no state shall allow DA's to not enforce criminal laws already on the books.
In Washington DC there is only one party, theirs and it has nothing to do with us.

It won't pass ratification by 3/4 of the states.

It obviously won't pass, but it just proves their idiocy. He says he wants to leave the 2nd Amendment intact but then talks about how the new Amendment would infringe on it.

I count at least 18 blue: California, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New Mexico, New York, Oregon, Rhode Island, Vermont, Virginia and Washington. Then you have a few swing states that tend to lean blue in recent years, like PA. Blue also has DC for whatever that's worth.

Much like universal student debt forgiveness, it won't happen, but it will remain an issue that Dems can use to win votes without suffering the real-world consequences of trying to implement it. They can tell voters "we're trying to do this for you", for years, and stupid and crazy people will send money and votes.
