PICS - How Long Is Too Long?

Hello Everyone,

I'm new here but would like to begin with how helpful the topics are that are discussed in this forum.

I have a clean record without any mental health committals nor do I have any DUI/DWI charges. I have legally purchased 10-20 firearms over the course of a few months last year without issue. This year, I also purchased about 14 firearms (receivers, handguns, and occasionally a long gun) in one sitting in the month of July.

However, as I built my frames and receivers I found that I enjoyed assembling the firearms for myself. I then found GunBroker to facilitate some really good deals and find some sold out parts. I recently found a a deal on AK receivers, glock frames, and found some of Palmetto State Armory's daily deals compelling. My FFL has a deal where they charge you an initial fee for the background check and charge you a lower fee for each subsequent firearm purchase. I clearly like good deals. I also found deals on laser engraved, cerakoted glock frames.

When I went to pick up my items, the PICS result went into researching and hasn't stopped since. At the time I was trying to get my 11 AK receivers, 7 carbon fiber AR lowers, 14 glock frames (regular and cerakoted (I ordered the black ones before I found the cerakoted ones and decided to keep all of them.)), and a handgun from each major manufacturer. During my attempted pick-up, there were give or take 36 firearms on the sheet and I got put on the PICS delay. (Not surprising, I get it.) Today is now calendar day 18 of me waiting for a response. The deals didn't stop and I so ended up ordering another 14 firearms prior or during this happening.

With the delay, I am now looking to pick up 50 or so firearms. These are all for my extensive personal collection. (As I noted earlier I like building them and then putting different cut slides, barrels, configurations, etc.)

So I am curious as to what is the appropriate time for a Delay to be resolved and how long is too long before I seek legal counsel to the infringement of my 2nd Amendment right?

I assumed PA would follow federal rules in regards to checks. Maybe not.

I believe a ffl has to hold it for 72 hours if it does not clear by law but do not have to release after 72 hours. If it does not go through by the 72 hours they have a choice. Release it to the customer or hold it longer. Some choose to hold it for a longer period of time or until an approval comes through. It is up to an individual ffl to determine their own policy.

For added context, my FFL wants to get the approval number from PICS to cover their butt. (Which I empathize with and so I'm okay with their policy.)

A Delay from PICS can run up to 15 days. At that point they will either give an Approved or an Undetermined response. An Undermined means PICS can't, or doesn't want to, make a final approval. It is a de facto Denial. The subject of the Undetermined/De facto Denial can then file a PICS Challenge Form. PICS has to respond to that siting the reasons for the Denial/Undetermined response within 45 days.

The Pa. FFL is not allowed to release the firearms to the transferee/buyer till an approval is issued by PICS.
