    Default Gun trading by bordering states question

    Can a private individual from PA freely trade with a private individual from OH? Example, can I trade my rifle to a indivodual from ohio for his rifle without using an FFL?
    Sorry if this is the wrong section.

    No. Federal law mandates any out of state transfer needs to go through an FFL.

    Just curious, if I (PA resident) buy a rifle from an Ohio resident while t home in PA, has either of us broken a law?

    What do you mean by "from an Ohio resident while t home in PA"?

    Federal law penalizes both buyer and seller of an interstate transfer that doesn't go through an FFL.

    Rifles and shotguns must go through an FFL, which can be in any state. State laws then factor in.

    Handguns and "other firearms" must go through a FFL in the recipient's home state.

    I am a PA resident. While in PA, I buy a shotgun from an Ohio resident without seeing his ID. Have I broken a law?

    Yes. Federal law prohibits the buying and selling.

    So it looks like the seller would be breaking the law, not the buyer*. Or do we have another rule to worry about?

    Did you miss the "or receive in the state"?

    for any person, other than a licensed importer, licensed manufacturer, licensed dealer, or licensed collector to transport into or receive in the State where he resides (or if the person is a corporation or other business entity, the State where it maintains a place of business) any firearm purchased or otherwise obtained by such person outside that State, except that this paragraph (A) shall not preclude any person who lawfully acquires a firearm by bequest or intestate succession in a State other than his State of residence from transporting the firearm into or receiving it in that State, if it is lawful for such person to purchase or possess such firearm in that State, (B) shall not apply to the transportation or receipt of a firearm obtained in conformity with subsection (b)(3) of this section, and (C) shall not apply to the transportation of any firearm acquired in any State prior to the effective date of this chapter;
