Default Question about buying a shotgun in Delaware

I was just talking to a neighbor and he said he is buying a shotgun from a store in Delaware. He is a Pa resident. He said the guy at the store said all he needed was his license and carry permit to buy the shotgun. I thought the store he was buying from would have to send it to a Pa ffl.

Am I mistaken? Did he misunderstand what the guy at the store was saying? Is something shady happening here?

Someone else may be along to post the links to the law, but long guns can be purchased (*from an FFL*) by a non-resident buyer in the state of the seller, handguns must be transferred through an FFL in the buyer's state of residence.

    (b) It shall be unlawful for any licensed importer, licensed manufacturer, licensed dealer, or licensed collector to sell or deliver-

    (3) any firearm to any person who the licensee knows or has reasonable cause to believe does not reside in (or if the person is a corporation or other business entity, does not maintain a place of business in) the State in which the licensee's place of business is located, except that this paragraph (A) shall not apply to the sale or delivery of any rifle or shotgun to a resident of a State other than a State in which the licensee's place of business is located if the transferee meets in person with the transferor to accomplish the transfer, and the sale, delivery, and receipt fully comply with the legal conditions of sale in both such States (and any licensed manufacturer, importer or dealer shall be presumed, for purposes of this subparagraph, in the absence of evidence to the contrary, to have had actual knowledge of the State laws and published ordinances of both States)
18 USC 922(b)(3) - out of state purchases from an FFL are legal for longarms.

If you live in jersey, you can't even guy a bbgun from delaware. If I not mistaken, you have to do all those silly things,
you do in jersey to get a handgun, then have it transferred to your dealer in jersey.

LTCF to buy a long gun out of state? Wtf…find a new shop:

Out of state long gun purchases are legal and dont require shipping to a PA shop for transfer. Dependent upon local/state laws, one can walk into any gun shop NATIONALLY and purchase a long gun. Submission to NICS (not PICS) background check required.

Yes you can buy long guns in Delaware with just your PA DL. Has to be legal in both states.

No driving there on 95 isn't worth the tax $ saved.

Didn't it used to be that you could only buy a long gun out of state, if that state bordered on yours?
