I can't speak for the veracity of this publication but The Western Journal just published this article today, May 22, 2023. In it the writer claims that all U.S. Senators were recently offered satellite phones and were advised to keep them handy while traveling, in the event of communications disruption.

If it's a solar flare or CME, sat phones will be about useless. EMP probably the same. There's a lot of redundancy on cellular service, unless you're hit locally, it'll probably still work. And if you're hit locally, your sat phone probably doesn't work either.

Trying to think of a situation where sat phones work but cellular doesn't other than areas without infrastructure. Major power outage maybe.

What makes you think they can't turn off the parts of the phone that YOU communicate with while keeping the parts that track you?
