What makes you think they can't turn off the parts of the phone that YOU communicate with while keeping the parts that track you?

My question from a point of preparedness is what problem are they trying to solve for by issuing sat phones to senators? Where would a sat phone be useful that a cell phone would not? General emp type power outage seems to me would affect sat phones just as badly as cell phones. If not immediately, within a few hours once their batteries die. Nuclear attack? Everything is f'd. Gov shutdown of cell towers? Why would they do that? If they did, the next revolution will be led, not by the Viet Nam and Desert storm vets as traditionally feared, but by outraged 12-15 year olds who can't get on snap chat and tic toc! I don't think .guv would dare offend them!

Some folks traveling wont even realize their phone ability isn't present.
Some folks will take it in case it comes back.
Some folks use their phone for other features.

Camera

The gov. won*t shut down the cell towers, how else would they keep filling the 12-15 year olds empty skulls with their BS.
