Default Open carry in PA -Legal in 2023

Hey I was at an LGS recently and over heard a conversation that confused.
The Clerk stated that Open carry was not "currently' LEgal in PA stating that Wolfe enacted that back in 2020 during Covid outbreak and was not rescinded.
I believe they may have been referring to the State of Emergency proclamation but I am not sure.

Anyone have information on this item?

I believe the Constitution was amended to limit states of emergency to 30 days, and any extension of that needs to be approved by the legislature.

It was actually the opioid state of emergency that kept getting continued for years, starting way back in 2018!

    Not that I know of.

PA's General Assembly shutdown Wolf's opioid and covid emergencies right after the amendment was passed.

Wolf kept the State of Emergency going to get federal dollars for his donors most notably the teacher unions. There are no State of Emergency active today as someone already mentioned if a State of Emergency is declared by the Governor it lasts 30 days and any continuance must be approved by the State legislature.
