The ring is a lock ring that goes on before the handguard is screwed on.
Screw the ring up against the receiver, then screw the handguard on, when the handguard is indexed as close as you can get it you run the ring up against the handguard and that is supposed to lock it all in place.
It's a poor and outdated design.

I took a couple pics of my old ass .458 with the peckermod HG that uses the same set up.
I have the high strength (red color) locktite on it IIRC and staked enough to keep it tight.
