You don't need to $pend that much for a wall around the *entire* city, silly rabbit.

Philadelphia Police officers had to break up another large crowd of teenagers Friday. This time it happened near the stadiums in South Philly, where an Easter carnival was taking place on Packer Avenue. Our partners at NBC10 tell us hundreds of teens were in the streets around 7:30 p.m., blocking cars and getting into fights. At least one person was arrested. Police say it was a 14-year-old girl who was taken into custody for disorderly conduct, possessing an instrument of crime and recklessly endangering another person. Police confronted the groups and the crowd was dispersed within two hours. As of now, there are no reports of injuries or property damage. How and why it was organized is not yet known.

"Instrument of crime." Any of the following:

    (1) Anything specially made or specially adapted for criminal use.

    (2) Anything used for criminal purposes and possessed by the actor under circumstances not manifestly appropriate for lawful uses it may have.
18 Pa CSA § 907. Possessing instruments of crime. Click Here
