If it becomes widespread, Springfield might make an announcement clarifying that they have no involvement here. PayPal won't do anything. As to what the scam is, it can be one of a variety of common scams. The emails containing a PDF often have the PDF infected with a virus/malware. Sometimes they just send you a link a PayPal clone website in the hopes you try to login at which point the website records the user/pass you typed in so the scammer(s) can access your real account. Other times the invoice is sent out to businesses with the hopes they will just pay the bill. It's wild how many businesses just pay everything without verifying they actually owe the other party anything. Some Amazon operations manager managed to bilk Amazon for millions by submitting fake bills, which Amazon paid for ages before catching on.

Paypal customer service eats glue.
Someone randomly paid me $125 and marked it as business. Then they reversed it. This was all done by the time I even realized it. Because it was a business payment they charged me $4.99. Then when the person reversed it they didn't refund the $4.99 payment. Paypal told me i was on the hook for the payment. It took me a solid 3 months and hours upon hours of being on hold, or attempting to explain what had happened to a window licker who just could not comprehend that i had no idea who this person was or what the payment was for.

These emails are fraudulent. They use all sorts of company names and headers to look official, not just Paypal. I've received them for Amazon, Walmart, eBay, an anti-virus company, and many others.

Two sure signs it's a scam; 1.The use of a 24 hour deadline, criminals always include a sense of urgency to stop people from thinking and 2.The use of the word "kindly", for whatever reason scammers love that word
You are mistaken, it wasn't because they were stupid, its because they wanted to keep the $4.99. Its free money to them, even if it costs them more than that in wages paying the people you tell you BS excuses.
