    To the best of my knowledge the USA does not have records of crimes committed in other countries.

    That depends on party affiliation. Ignorance of the law is no excuse...unless you're a democrat. And seeing as it would be hard to identify as a democrat whilst filling out a 4473, I would expect prosecution.
