Generally, I don't think you have any legal requirement to say a word in most encounters. Sometimes you have to identify yourself verbally, sometimes you have to provide something substantial in the way of ID. But the 5th Amendment usually allows you to decline the conversation without being charged with obstruction or anything. That doesn't mean the cop won't get peeved and cobble together something else.
