I called my FFL and he said no problem he can ship them to an FFL in Colorado. Then I did some research and everything came up positive about shipping them out there as well.

I need to call her local FFL and see what they say.

I do like the idea about buying her a new one, but she is still a PA resident.
FYI for the future, there is a delay, but it's more like 15 minutes. Philly and Denver have different procedures, but yes both involve a bit of extra time.

Legally is the key word. FFL to FFL would be best. Sticking it in a box and mailing it to her would probably be the worst.

She will have to show something "government issued" to prove residency in CO.

May a nonlicensee ship firearms interstate for his or her use in hunting or other lawful activity?

Yes. A person may ship a firearm to him or herself in care of another person in the state where he or she intends to hunt or engage in any other lawful activity. The package should be addressed to the owner *in the care of* the out*of*state resident. Upon reaching its destination, persons other than the owner may not open the package or take possession of the firearm.

Problem is, for handguns, there is no readily available common carrier that will perform the transport for a non-FFL notwithstanding the potential legality under Federal laws..

Yay! One more gun the gov doesn't have a paper trail they can follow!
Provided it was gifted - I haven't been paying attention.

Regardless, I love it when a plan comes together!

Mail it to a Local FFL in CO near her, she goes and picks it up.

Has this changed in the last twenty years or so? I got a handgun from my daughter, who was, coincidentally, in Colorado. She sent it to a local hardware store in VA. who was an FFL, and they transferred it to me. They didn't seem to care who sent it to them. This was in 1998, if I remember correctly. Another one of the guns I never should have sold. S&W .38 Special Revolver. Too big to carry though.
