Since i bought more than one i asked if he had to notify the local police. He said the local police don't want to be notified of that stuff and asked to not be bothered with it. But he still had to send the form in for state police. The whole time he was cursing democrats under his breath, so he's ok in my book.

He received them thinking they were just going to be transferred but the cops say different.
Like raxar said, they are like pistols, need to be registered.

There's no room for guessing. Are you saying that the barrel is one size and he listed it on a form as another size?

Ummmm... there is no registration in PA.

Not trying to be a dick, but we have to use the correct terminology when talking about these things.

The barrel is 14", the OAL is 26.5". He listed everything correctly, but i was under the impression that it doesn't meet the definition of a shotgun because it doesn't have a stock, similar to the shockwave. And it doesn't meet hte definition of a pistol because it's smooth bore.

I am addressing my reply to "bogey1"s recent post.. The item, according to the ATF, is an "Other Firearm", as described on an ATF 4473, not an NFA device. PA has no such thing. In PA it is a "A shotgun with a barrel length of less than 18 inches", and as such is a "Firearm", and requires the completion of an SP 4-113. Note that a long arm is not a "Firearm" in PA. THERE IS NO FIREARM REGISTRATION IN PENNSYLVANIA!

To "JaySmith". What do you mean "He's not a normal FFL"? Does he have three eyes or two heads?

I mean he has an ffl but doesn't have a storefront. He's a gunsmith in the basement of his house.

Completing the PSP form has nothing to do with NFA.

You're not in possession of an unregistered NFA item. I do believe with a previous post that the vast majority of FFL's will require the PSP form for these non-shotgun' firearms. I don't actually recall what the case was when I bought my Shockwave (and am embarrassed to say I can't find my purchase paperwork in my files).

"Firearm - Any pistol or revolver with a barrel length less than 15 inches, any shotgun with a barrel length less than 18 inches or any rifle with a barrel length less than 16 inches, or any pistol, revolver, rifle or shotgun with an overall length of less than 26 inches. The barrel length of a firearm shall be determined by measuring from the muzzle of the barrel to the face of the closed action, bolt or cylinder, whichever is applicable."

I'm not sure that "shotgun" is defined under PA law.

I understand that, but when buying a pistol, you file your paperwork (register) it with the state police.
When doing a transfer of a non pistol, you file it with your ffl. Only when the ffl gives up his license is when it all
    goes to the state police.
