Default Status of PMFs in PA?

I was curious about the status of Personal Manufactured Firearms in PA. Is it legal to purchase 80% lower receivers without a serial number in PA as well as own a compete Personal Mfg. Firearm in PA that does not have a serial number? I am asking with respect to PA law not Federal (ATF) rulings (overreach).
    Thanks.

Pennsylvania law does not prohibit making your own firearm or possessing an otherwise legally owned firearm if it doesn't have a S/N.

Many years ago (1955) I visited an outdoor range somewhere here in PA. A man was shooting a handgun that was very obviously something special. It was on the order of a 1911's basic design. When he was finished shooting, I approached, admired the gun, and inquired what make it was. He responded that he owned a machine shop and that he had made it. I instinctively questioned that being legal, and he explained there was no law prohibiting a citizen making a gun for himself.

There was a lot of street lawyering going on back then, such as the belief that it was illegal to have a smooth-bore rifle or handgun because it defeated forensic examination of a recovered projectile.
There are two kinds of guns. Those I have acquired, and those I hope to.
