    No-excuse mail in voting in now the 'norm' in PA as it generated a "new" class of voting and is not in contention with the more restrictive 'excuse' mail in voting detailed in the PA constitution. Now everyone can vote by mail.

    Since Democrats traditionally have lower turnouts for in-person voting many of their heretofore no-show non-votes will now, because of the convenience of mail-in, become countable votes.

    Of course there are also issues for the lessening of security and chain of custody that will ensue.
