    Default SBR and Suppressor Transfer from an Estate - PA Specific

    I know federally an individual could purchase an SBR or Suppressor from the Executor of the Estate on a Form 4 and not need to involve a dealer at all if everybody is in PA. I believe that would still be the case for the suppressor in PA. For the SBR I am not sure because of how the PA "Uniform Firearms Act" defines a "Firearm." Firearms would include handguns, SBRs and SBSs. If the Uniform Firearms Act is in play, it appears the SBR would need to go through a dealer.

    Am I missing something? Would an FFL/SOT need to be involved with these items because of PA law?

    You would need a pics check for the sbr, so yes you need a ffl/sot involved

    Ok, fair enough. Is the dealer involvement just the PICS check (4473/PA Form) or do we need to transfer to the FFL/SOT on a Form 4 and then back out to me on another Form 4?

    Looking at the wording of the "Uniform Firearms Act" I would think the physical transfer (with approved tax stamp already in hand) conducted at the FFL/SOT's place of business with normal background check etc would satisfy the state.

    Obviously 2 stamps is more time and money. If only 1 stamp and a normal transfer meets the state law that would be much preferred.

    Honestly bestt bet is to contact a ffl/sot close to you but I don't think you'd need 2 form 4 for the sbr. I believe that only happens when crossing state lines. I could be wrong though
