I'd like to know the basis for that claim. I've checked all the usual sites that show reciprocity and create custom maps when you check of the licenses you hold, and none of them indicate that.

Reciprocity often only applies to your resident permit as well. So if another state honors a MD permit it may only be if you live in MD

Those show up on the map as 'with restrictions' and DE gets a red light from MD.
