    Is there a problem with some of the Republicans on this committee? The committee is made up of majority of Republicans. Couldn't they just vote not to send these four bills to the floor and be done with it?

    If the committee votes it down it can be brought to the floor anyway via discharge petition - and that's what the Dems are trying to do. This stalled them a little rather than letting them go ahead with the petition to bring it to the floor.

    @vfinnell - do you know why do the Republicans not want to vote on the discharge petition? Do they think there's a chance it will succeed? or is this just typical trying to avoid being on record stuff?

    The problem is, even it is voted down, the discharge petitions will still be active on the floor. There is a danger that some of the bills could pass, even with the Republican majority. I am taking that warning with a grain of salt. This is why they are moving the bills around, to avoid the floor vote altogether.
