    Parts of Virginia allow hunting deer with dogs.

    But why do they get a pass?

    What if someone feels their dog is useless if they can't fetch a ball at the time and place of their choosing? Do they get a leash excuse too?

    Why can some dogs be off leash on someone else's property without permission, but others can't?
