AN ACT
1 Amending Title 18 (Crimes and Offenses) of the Pennsylvania
2 Consolidated Statutes, providing a safety performance
3 standard for the manufacture of handguns, for the forfeiture
4 of certain handguns and for enforcement relating to a safety
5 standard for handguns; imposing penalties; and conferring
6 powers and imposing duties on the Pennsylvania State Police.
7 The General Assembly of the Commonwealth of Pennsylvania
8 hereby enacts as follows:
9 Section 1. Chapter 61 of Title 18 of the Pennsylvania
10 Consolidated Statutes is amended by adding a subchapter to read:
11 SUBCHAPTER D
12 HANDGUN SAFETY STANDARDS

and read this one for yourselves. This proposed law makes only "personalized handguns" legal for sale or ownership in PA and outlaws the possession of all other handguns within 4 years after the law is adopted.
This is your legislature in action! Banning all handguns except for those that don't exist!

This stands the proverbial snowball's chance in hell of passing. Maryland, the bastion of stupid handgun laws, couldn't even pass this law, there is no way that it will pass here. To that end I can guarantee that I will be calling my representative.

I'm not sure that the reply system for his e-mails is working properly. Of course in order to make sure that he got my message this time I called the office just now. I reminded them that he promised me in a personal conversation that he would be pro 2A and pro Article 1, Section 21 and that bills such as HB30 and HB291 were definitely attacks on our rights. Thread already posted - House Bill 291 - provisions for forfeiture/"personalized" handguns. The full text of the bill is posted there.
Everyone needs to be vigilant on this one, as well as the other liberty-restricting bills that have been introduced by the antis' in Harrisburg.

Personalized handguns are the so-called "smart guns" that have some sort of biometric recognition system built into them so only the owner can use the gun. To date, as far as I know, they are still in the experimental stage. New Jersey passed a law a few years ago requiring requiring that all handguns in the state have that system within a period of time after the first model appears on the market.
For those in the Pittsburgh area, the Judiciary Committee of the PA House of Reps is holding a public hearing on "Gun Violence" on March 28 between 9:30 and 11:30 A.M. at Carnegie-Mellon University. Contact Wm. Andring or John Ryan (Committee staffers) at 717-787-3525 for details.
