Seems innocuous, but take the time to read it. Creating a grant system, then use fees assessed on those least likely to violate the law, punishes people for complying with the law!

Why not confiscate the assets of those committing violent crime and using those to fund your stupid ass street lights and camera program? Oh wait - that wouldn't punish law abiding gun owners. The fee we have to pay for a license to carry is an affront to the spirit of the 2nd Amendment. To talk of increasing it should get some one thrown out of a legislative body.
