Summary: ATF is royally butt-hurt about the preliminary injunction against the frame and receivers rule, and is basically saying "Eff you" to the the judge who issued the preliminary injunction against their "final rule." I'm not big on plastic fantastic, but this will have a lot of wide-reaching ramifications if Bidet's ATF is allowed to ignore judicial rulings.

But it wouldn't be a violation at all, willful or not, since the judge said no, and hte judge holds higher authority than the atf, which doesn't have any decision making power at all.
