ATF says FFLs must sell safe storage devices

ACTION:
Final rule.
SUMMARY:
The Department of Justice is amending the regulations of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (“ATF”) to codify into regulation certain provisions of the Omnibus Consolidated and Emergency Supplemental Appropriations Act, 1999.
This rule amends ATF's regulations to account for the existing statutory requirement that applicants for Federal firearms dealer licenses certify that secure gun storage or safety devices will be available at any place where firearms are sold under the license to nonlicensed individuals.
This certification is already included in the Application for Federal Firearms License, ATF Form 7/7CR (“Form 7/7CR”). The regulation also requires applicants for manufacturer or importer licenses to complete the certification if the licensee will have premises where firearms are sold to nonlicensees.
Moreover, the regulation requires that the secure gun storage or safety devices be compatible with the firearms offered for sale by the licensee.
Finally, it conforms the regulatory definitions of certain terms to the statutory language, including the definition of “antique firearm,” which is amended to include certain modern muzzle loading firearms.Ecclesiastes 10:2 ...........

Just another charge to levy against law abiding citizens going about their life. No criminals will be harmed or inconvenienced by this fluff.

I'm absolutely all for telling the ATF to shove off whenever possible, but I need more info on this one.
Every new gun sold in the US comes with a lock. All of us and likely every FFL has access to mountains of these cable locks. New guns already come with them, so no issue really. Only used guns would need them... again but with the mountain of cable locks available, they could just be included with every purchase upon demand.
Most FFLs have a pile by the door to take, but will certainly give one for free if anyone asks. So I'm not sure what the heck this is for.Last edited by jthrelf; January 4th, 2022 at 05:48 PM.

Yeap, got a bunch of free cheap pos cable locks from my sheriff who was giving them away. I wave it at people and nobody takes one.

This is nothing new. FFLs have been required to have these available for years. I had an overzealous ATF inspector ask me if I had them. I said "Look at the bins on the counter; they're full of them." He then asked me if I required my purchasers to take them. I informed him the regulation was only that I have the locks available and that I offer one with each firearm. I told him many people don't want them and leave them here; hence the locks with various brand names on them. I mentioned "This is one of the few instances where people don't want a free something." He was clearly puzzled at that.

I know were I confronted with such a junkie lock as a young kid, I would have been picking it with one of Mom's bobbypins or bent paperclip.

I have never been to a gun store that didn't sell safes large and small simply because there is a market for them.
Also the cheap "came with gun" locks that are a dime a dozen....
But were I an FFL who didn't want to sell safes for some reason I would buy a $7 handgun safe from Amazon and put it on the shelf with a $49,999.95 price tag just to be able to tell the AFT, I always have one in stock and available.
