Try running a 60w light bulb at all times. The humidity may drop, and the temperature should come up.

That floor drain may be increasing your humidity. Once you put the hose of your dehumidifier into it, seal that drain with some waterproof rubber tape.

I framed it like any other room.

I keep my safe, and loose guns in my basement man cave. It regularly gets down to 40-50F in the dead of winter. I have never had issues with condensation. Am I wrong here, but does condensation not result from rapid CHANGE in temp, not low temp? Meaning if it 40, and them it warms to 65 in 12 hours, you have problems. I also have a gas furnace on the same basement level, and that guy sucks up humidity.

The humidifier will also generate some heat so that may help.

Golden rods are popular in safes. they do not absorb moisture. They just raise the temperature

relative humidith is relative to temp. warm air can hold more moisture than cold air.

All things being equal, if you raise the temp you decrease relative humidity.
    Look up psychrometric charts.
