    Executive Orders are different than State of Emergency. Executive Orders can only be applied to State employees like if Governor Wolf ordered all State employees must transition to the opposite sex or lose their job. SOE applies to all Pennsylvanians like when they declare an opioid SOE and there is no more open carry of non licensed citizens.
