I understand your point completely. Not talking about the overall current regulations of the ATF/NFA regarding suppressors.

Owning an item that becomes NFA regulated is a bit different than making an item that is already NFA regulated without 'following the rules', which is most likely the case with this mayor. Or maybe he had those suppressors since 1934?

Yep, especially since there was mention of US Postal Inspectors being involved. Probably got flagged somehow, somewhere in the chain of parts acquisition and someone put 2 and 2 together and then got more Feds involved, started "inspecting" his mail orders.
