Philadelphia 911 calls ring for 3 minutes
In the most anti-gun city in the state, they don't even bother to answer calls to "stop a crime or save a life." A quarter of all dispatchers have quit since the start of the pandemic and the PD is taking its sweet time about replacing them. See:

Ive experienced this first hand. Buddy was hit in a motorcycle accident last year in front of me in philly.
I tried calling 911 and shockingly it rang for over 15 minutes before we gave up. It was a complete twilight zone situation for me. Nobody cared. Not even parking enforcement.
Thankfully he wasnt severely hurt and was able to manage to ride home. Probably should have taken an ambulance, but his only option was to ride himself to the hospital at that point, after having been on scene for an hour or 2.

Even when the do answer, they can obnoxious, dismissive, even vindictive. Just ask the parents of that kid who got jumped and severely beaten and died on the steps of a church in Oxford Circle a few years back. Many calls to 911 were hung-up on, dismissed or the callers berated. Kid died cause help wasn't dispatched in time to save him.

At least here in Allegheny county, they answer, and put you on hold.

There were serious issues there. We ended up getting MDTs and different dispatch protocols because of that.
Now the issue is lack of resources, mainly manpower. Whether it is COVID or just nobody wants the job, we are extremely short of dispatchers and call takers. And now the call takers have to ask questions about mental health issues and COVID protocols instead of just asking *where is the emergency?* The people calling are frustrated and the cops on the street are getting an ear-full.

Most of my friends are refugees from Philadelphia. There is only one piece of sage advice; just STAY OUT OF THAT CITY. You can't change it, and it will get worse and worse. My condolences to those who just can't escape.
