Gun ownership by state: Where does PA rank?
See list to find out. This compilation was posted here a few years ago but it has apparently been updated with "newer and better" data based on comments about rankings in the old post. Published by CBS citing a comprehensive Rand Corp study. Obviously, take of it what you will, but PA, to me, seems about right. Am a bit surprised to find Vermont rated higher, though. Maybe just a lot of hunters up that way and they are a permitless carry state.

I think the numbers they are using are Gun Owners that vote.

Also, I saw a similar compilation based mostly on
PA hunting license sales and NRA and sportsman's club memberships. Based on population percentage, Pa would have been in the top 20.
This one seems to put PA in a minority group.
But that's fine, that means there's no need for more gun control laws.

Don't know but maybe you can induce some gross extrapolation from LTCF numbers from 2019 for residents over 21: 9.1% in Delco had LTCFs (county rank 64 of 67) as compared to 14.0% for the Commonwealth. That is 65% compared to the state overall.
The article touts 40.7% of the households in Pa have guns in home but that is without definition as to how the number is obtained or measured. Using a totally unscientific guess that has no meaning, would that engender a guess that 24.6% (0.65 * 0.407) of Delco homes have firearms?

Does it state Gun owners per capita or gun owners over all?

In April 2020, the RAND Corporation published a long-term study tracking gun ownership in all 50 states, from 1980 to 2016. They combined survey-based estimates with other data indicative of gun ownership * shooting death records, gun-related magazine subscriptions, background check submissions and more * to determine the percentage of adults in each state who live in a household with at least one gun.
