Spotted an open carrier in Franklin, PA

I have to tell someone about this.
Today at the Lycoming Mall gun show I seen a guy carrying a pistol in an iwb holster , clipped to the inside of his pants near his rear pocket. BUT , I shit you not , the gentleman was also wearing his pants below his butt.
So , is that concidered open or conceled carry?
Impossible for his shirt to cover it.
But it's still IWB.

Since this didn't happen in Florida or any other state that requires "concealment", I would say if you saw it, it wasn't concealed.
If it was in Florida, I think they define "concealed" as a reasonable effort to conceal the firearm from view. Which to me means it can print like a boner in a speedo, as long as you can't actually see it.

Nope, not me, I don't show my ass off to the world, I'm too gentrified for that. Just keeping up with the times, assuring that my stereotypes are up to date. I have yet to see a white hoodlum carrying himself as such but if and when they do, I want to keep up on it.

That's the first I seen someone IWB like that and figured that takes the whole thing to another level.
