Winchester Large Rifle Primers
Are these the same even though one says for standard rifle loads and one says for standard or magnum loads? They are both labeled WLR on both boxes and the UPC on the bottom of the boxes is the same. They are from the late '80's or early '90's.

I would hazard a guess that they are both standard Large Rifle Primers. Generally, you can use standard primers in magnum loads with no ill effect or changing the the load. BUT using Magnum primers in a standard load usually means a slightly lighter powder charge. Magnum primers would typically be marked WRLM.

From what little I remember they are both the same.
Factory winchester rifle ammo uses ball powder which needs a little more heat to set off as compared to say IMR powders.
One of the components of their primers is an aluminum metallic fuel which is very efficient scattering heat into the charge.
Credit to Ed Harris for that info.
They also do it with their LPP that are rated for standard or mags.

I just thought it was weird that they changed the wording on the package. Not sure which one is older, maybe they removed the magnum designation to reduce confusion.
