Until the ATF gets their way and makes nearly every part a "firearm" - a barrel is not a serialized item and you can give, lend or sell it to anyone with no further actions needed.

Going by exactly what was said in your post, it is not a firearm, it is a firearm part so you can sell/transfer however you want.

So long as it is just the barrel, and the transfer is within the USA - it isn't a problem, it is basically a coffee table legally.

International transfers of gun barrels can have different legalities depending on the receiving nation.

True. I think Germany considers the barrel to be the regulated part, maybe others do as well.

It better be 18" or longer, otherwise you may have problems. There was a guy selling little empty plastic bags in Philadelphia, and because some were used by drug dealers to put their drugs inside, he was arrested and charged for selling empty plastic bags. I think they might have called them "paraphernalia" in that context. So if you sell a shotgun barrel that can't legally be put on a non-NFA shotgun, that's not without some risk.

That is what I would suggest as well, although now you have the caveat of 14" firearms barrels.
